After pulling out my few remaining hairs, I found a simple way to do what you want (if you’re running Windows 11 - Win 10 might have this app as well).
Open 3D Builder, click on “New Scene”.
Drop your STL file on the checkerboard.
Click on “Import Model”.
Click on ‘Object’ on the menu bar to display the toolbar.
Select the imported STL object by clicking on it.
The ‘Settle’ toolbar item will be enabled.
Click on ‘Settle’.
You will be prompted to ‘Cancel’ or ‘Settle’; select ‘Settle’.
Click on the hamburger menu.
Select ‘Save As’.
Enter your preferred file name.
Select ‘STL’ as the file type.
Click on the Save button.
NOTE: 3D Builder does not by default save to the folder from which you loaded your object file.
