I noticed that, in RevoScan, the range slider which allows to define the Scanning Distance has a minimum value of 99mm(*), which is often too large to ignore both the foreground and the background.
(*) by default, it is set between 120 and 250mm for Mini2. Leaving the min distance unchanged (120mm), the max distance can be reduced down to 219mm, but not less. If so, the min distance can no longer be increased, unless the max distance is also increased such that the selected range is always at least 99mm.
Would that be possible to allow the user selecting a narrower range for scanning distance in a future version of the software?

If the range slider is smaller it will only works while scanning on turntable at 45 degrees.
If used with handheld scanning any smaller range distance will make you lose the tracking so the dev.team set it up for a safe distance eliminating this issue .

Keeping the largest distance range as default is indeed the safest way to eliminate tracking lost issues.
However, there would be no harm (IMO) to allow users to narrow down the range for specific uses (scanning textures on rather flat surfaces, for instance).
Yes for scanning flatter surfaces the range settings could be helpful but then your distance will need to be very exactly and not moving back and forth or the objects will be not visible in the viewport so typical tripod scanning solution here.
