Here’s a graphical guide to enabling Hotspot mode for Handy Scan in Windows 10.
In the 3rd image, click on “Allow an app through firewall” (in blue near the bottom left of the Firewall & network protection popup)
I don’t know why there are 4 separate entries in the “Allow Apps…” popup, I just approved all of them.
